LONDON (Reuters) - Oil prices rose on Tuesday after China signalled progress in trade talks with the United States, but gains were capped by bearish forecasts of a buildup in U.S. crude stockpiles.Brent crude oil was up 31 cents at $59.27 a barrel by 1021 GMT, while U.S. West Texas Intermediate crude was 16 cents higher at $53.47 per barrel.
