WASHINGTON (Reuters) - Bank of England Governor Mark Carney said on Friday he had not before seen the level of concern among global finance chiefs about barriers to trade that he has witnessed at this week's International Monetary Fund meetings.When asked at an IMF event to sum up the mood at the meetings about risks to the global economy, Carney described it as "the almost existential uncertainty about the structure of the trading system."
